Currently, high local deformation velocities are observed both in the aseismic and seismically active regions. There are no clues to this phenomenon within the conventional concepts of geodynamics and mechanics of deformed solids. It is shown in this work that the paradoxes of high and low velocities could be solved if deformation processes taking place in the Earths’ crust would be treated as the evolution of the stress-strain state of the loaded medium as a typical non-linear dynamic system. In this case, fracture develops in two stages—a comparatively slow quasi-stationary stage and a superfast catastrophic one, wherein the spatial localization of parameters is followed by the localization of the deformation process in time.
