множество вопросов об эффективности системы территориальных финансов и о возможностях опережающего развития территорий. Высокая степень несамостоятельности местных бюджетов и сильная зависимость от
безвозмездных поступлений из Федерального бюджета говорит лишь о
наличии финансов территорий, как возможности выравнивания уровня
социально-экономического развития регионов.Territorial finance is the basis for the economic development of the regions. At
the same time, in conditions of strict federalism in Russia, many questions arise
about the effectiveness of the territorial finance system and about the possibilities
of advanced development of territories. The low degree of independence of
local budgets and heavy dependence on free income from the Federal Budget
only indicates the existence of the finances of the territories as a possibility to
equalize the level of socio-economic development of the regions.
