В последние два десятилетия в жизни российского общества Закон приобрел значение важнейшего фактора с которым связано решение задач обеспечения прав и свобод человека и гражданина укрепления государства и устойчивого развития экономики и социальной сферы что предполагает дальнейшее развитие научных основ правотворчества и правоприменения. В настоящем издании Институт законодательства и сравнительного правоведения при Правительстве РФ продолжая двадцатилетнюю традицию разработки научных концепций развития законодательства представляет новый коллективный труд в котором проанали- зированы тенденции современного отраслевого законодательства с учетом необходимости комплексного правового обеспечения государственных приоритетов на ближайшую и отда- ленную перспективу а также разработаны рекомендации по совершенствованию механиз- мов подготовки принятия и реализации законов на основе расширяющегося участия инсти- тутов гражданского общества. Издание предназначено для депутатов и государственных служащих ученых препода- вателей высших юридических учебных заведений представителей бизнес-структур. In the last two decades in the life of Russian society the law became the most important factor which is connected with the accomplishment of tasks of enforcement of rights and freedoms of man and citizen consolidation of statehood and sustainable development of economy and social sphere. Only the higher quality law may serve these tasks that requires the development and use of scientific bases of lawmaking and law enforcement. In the present publication the Institute of Legislation and Comparative Law under the Government of the Russian Federation continuing a 20-year tradition of the scientific concepts of the development of legislation represents a new collective work which analyzes trends of the branch legislation while the focus is made on comprehensive legislative solution of state problems for the short-term and long-term prospect as well as recommendations on improving the arrangements for the law preparation adoption and implementation on the basis of expanding the participation of civil society institutions were worked out. The publication is intended for deputies and government officials scientists professors of law faculties representatives of the business structures.
